This hollow wall anchor setting tool is made of 2.5mm thickened reinforced carbon steel with heat treatment which protects against corrosion and resists to deformation.

First, back the screw out about 1/4″ and load the screw into the setting tool.

Then, the anchor is inserted into the pilot hole.

Lastly, squeezing the handles of the setting tool forces the shank of the anchor to compress (lengthwise) while it expands sideways. When correctly inserted, the screw can be removed from the anchor.
